Where Are Project Group Settings Stored In Netbeans 6.7/6.5?
In: [user_home/].netbeans/config/Preferences/org/netbeans/modules/projectui/groups. Just copy the folder projectui to your fresh NetBeans installation and you will get your old project groups. Btw. the configuration is stored in property files - it is easy to edit them.
Tip: you should set the current group to "none" *before* copying the config, otherwise you will lose one project group.

Do you know where the project group settings are stored in NetBeans 6.9 on a Windows platform?

Even ported them to 6.9.1 :-)
Under windows the settings are stored in Document And Settings (as I remember)

In specific, on a Windows 7 Enterprise system, it is in:
C:\Users\%USERNAME%\AppData\Roaming\NetBeans\8.0.2\config\Preferences\org\netbeans\modules\projectui\groups
And, yes, I am using NetBeans 8.0.2, not the 6.9 or 6.9.1 mentioned above. :)
